With years of executive, supply chain, and program management experience, Ottmar Chavez is the Director of Caribbean Region Operations for IEM. IEM benefits immensely from Ottmar’s expertise in guiding the region’s strategic growth, operations, and business development opportunities. His diverse background in both public and private sectors underscores his ability to navigate complex operational landscapes.

Before joining IEM, Ottmar was the guiding force behind Paradigm Solutions, offering strategic planning and operational execution advice to clients across various sectors. His tenure saw him working closely with notable entities such as the Federal Emergency Management Agency and the Department of Housing and Urban Development, showcasing his adeptness in government and private sector collaborations. This role underscored his proficiency in steering organizations toward achieving their critical objectives.

Ottmar was appointed by the Governor of Puerto Rico as the Executive Director of the Central Office for Recovery and Reconstruction and the Governor’s Authorized Representative for several disaster relief initiatives. His leadership was pivotal in managing the Department’s response to hurricanes, earthquakes, and the COVID-19 pandemic. During this period, he adeptly handled operations, strategic planning, and compliance, overseeing over $17 billion in the public assistance program, marking a significant milestone in FEMA’s history.

Ottmar’s career highlights include significant roles in the Government of Puerto Rico, notably as the Director of the Fiscal Agency and Financial Advisory Authority. His initiatives in procurement reform and fiscal plan implementation greatly impacted the region’s economic resilience. As the Puerto Rico Electric Power Authority receiver, Ottmar instilled best practices in procurement, enhancing accountability and transparency. His tenure as the Puerto Rico General Service Administration’s Administrator and Government Chief Procurement Officer further solidified his reputation in procurement and operational efficiency.

Ottmar is a certified Six Sigma Specialist and a George Washington University and Assumption College alumnus. Fluent in English and Spanish, his diverse educational background and certifications complement his extensive professional experience.
