Andrew Velasquez III

Director of Big City Emergency Management

As IEM’s Director of Big City Emergency Management, Andrew Velasquez III is pivotal in enhancing emergency management strategies in major metropolitan areas. His focus on disaster response and recovery efforts is integral to building resilience in densely populated urban centers. Andrew’s expertise in navigating the complexities of crisis management in these high-risk environments makes him a valuable asset to IEM’s mission.

Before joining IEM, Andrew held significant positions within the Chicago Department of Aviation, including serving as the First Deputy Aviation Commissioner. In this role, he was responsible for the operational and administrative functions of O’Hare and Midway International Airports. His tenure as the Department’s Managing Deputy Commissioner of Safety and Security further highlights his capability to oversee large-scale safety and security strategies for two of the busiest airports in the world.

Andrew’s expertise in emergency management is further evidenced by his role as a Federal Emergency Management Agency Regional Administrator, a position appointed by the President. Here, he coordinated preparedness and response activities across six states, skillfully directing federal responses to 35 major disasters and emergencies. This experience underscores his adeptness in managing complex emergencies at a national level.

Andrew’s career also includes notable state and city cabinet-level positions. He has served as the Illinois Governor’s Homeland Security Advisor and the Director of the Illinois Emergency Management Agency, where he was instrumental in statewide emergency management initiatives. Additionally, his tenure as Executive Director of Chicago’s Office of Emergency Management and Communications reflects his comprehensive understanding of urban emergency management complexities.

Complementing his professional career, Andrew has a solid academic background with bachelor’s and master’s degrees from Illinois State University and St. Xavier University, along with completing executive leadership programs in homeland defense and radiological emergency preparedness. His service in the Army Reserve and his role as a faculty member at the University of Chicago demonstrates his diverse skill set and commitment to public service. Andrew’s multifaceted experience in emergency management, security, and leadership positions him as a distinguished expert in the field, capable of effectively guiding IEM’s initiatives in big city emergency management.
