IEM Supports Survivors

We deliver integrated program management, emergency operations support, and wraparound human services built to meet the full spectrum of mass care and sheltering needs. From personnel and resource coordination to surge staffing and rapid mobilization, we stand up the operational frameworks that make service delivery scalable, including intake protocols, deployment guides, referral pathways, and interoperable digital tools.

IEM supports shelter operations across the full continuum of care, from short-term warming and cooling centers to overnight emergency shelters and long-term non-congregate and transitional housing. We keep operations consistent across every shelter type while staying flexible enough to adapt to evolving incidents and jurisdictional priorities.

Our subject-matter experts bring deep expertise in mass care, sheltering, and emergency management. We partner with state, local, tribal, and territorial agencies, along with nonprofit and community-based organizations, to design, implement, and evaluate sheltering strategies that meet national frameworks and comply with regulatory and funding requirements.
