For more than 15 years, IEM Air™ has planned and executed complex air missions for federal, state, territorial, and private sector partners, delivering safe, coordinated, and effective operations when timing is everything.
Our Team and Expertise
IEM launched IEM Air™ in 2009, recognizing that aviation is indispensable to disaster response and recovery. Our team brings decades of experience across military and civil flight operations, airport operations, logistics, and emergency management. We deliver strategic guidance, precise operational planning, and hands-on execution, from air and ground transportation to aircraft, passenger, and cargo support at the point of need.
IEM acts as, or subcontracts with, an air charter broker. It is not a direct air carrier nor a direct foreign air carrier in operational control of aircraft. Air services will be provided by a properly licensed direct air carrier or direct foreign air carrier.

IEM Air™ maintains a cadre of on-call aviation professionals ready to augment crisis response fast, spanning airfield management, airlift, ground support, aeromedical, and other specialized competencies.
Under contract with FEMA, IEM conducts airfield site assessments, air operations planning, aircraft ground support, and passenger support for mass evacuations of at-risk communities. Our assessment teams, staffed by former Air Mobility Command and Contingency Response Wing personnel, produce airfield evaluations accepted by FEMA, TRANSCOM, and AMC. These assessments help reopen airfields after a disaster, determine readiness to accept flights, and provide real-time expert insight when it matters most.
Under contract with FEMA, IEM provides on-demand passenger and cargo charter aircraft to deploy crisis response teams, including federal Urban Search and Rescue Task Forces and Incident Management Assistance Teams. We also offer on-demand air charter to public and private sector clients nationwide.
IEM Air™ pilots are FAA Part 107 certified and insured to fly commercial drones, using Department of Defense Blue List approved equipment. We support pre-disaster baseline imaging of infrastructure and utility corridors, along with rapid post-disaster damage assessments.
IEM helps airports and airlines prepare for the full range of threats, from active shooter and mass casualty response to evacuation planning, emergency operations center development, and continuity of operations. Our commercial aviation experts build plans that protect passengers, staff, and operations when every second counts.
IEM Air™ delivers on-demand, multi-modal logistics to support airlift, airfield sustainment, and mass evacuation. Our ground support logisticians provide immediate transportation, warehousing, material handling, and supply chain management worldwide, backed by a network of air, sea, and surface transportation partners.
