Samantha Dosen brings a combination of public utility communications expertise, crisis communications leadership, and real-world emergency management experience to every engagement. At IEM, Ms. Dosen leads community engagement and outreach strategy for large-scale programs while supporting agencies in developing, exercising, and implementing crisis communications plans that work when they are needed most. Her project work includes developing crisis communications frameworks, training agency staff on Joint Information System and JIC protocols, and building the organizational muscle memory that allows public information teams to coordinate effectively under pressure — across both planned exercises and real-world activations.
Before joining IEM, Ms. Dosen served as Communications and PR Manager for the Pueblo West Metropolitan District, a special district serving more than 30,000 residents across fire districts, water distribution and wastewater collection operations. She directed all public-facing communications for the District’s fire emergencies, utility programs, including rate communications, infrastructure project updates, conservation campaigns, service disruption notifications, and media relations with regional and local outlets.
Alongside her utility communications work, Ms. Dosen built a decade-long record of hands-on emergency management engagement — participating directly in Joint Information Center (JIC) activations and Chemical Stockpile Emergency Preparedness Program (CSEPP) exercises, including the Pueblo, Colorado and Kentucky Bluegrass exercises. This experience gave her deep fluency in Joint Information System and JIC operations, unified command communications structures, and multi-agency public information coordination across both exercise and real-world activation environments, making her equally at home at the communications desk of an EOC as she is managing a public-facing utility campaign.
