Former Presidential Advisor Joel Bagnal Joins IEM as Vice President of Strategic Development
RESEARCH TRIANGLE, NC, August 31, 2016 – Homeland security expert and former Presidential Advisor Joel Bagnal has joined global security consulting firm IEM as Vice President of Strategic Development. Bagnal will apply extensive executive security leadership, strategic development, and technical and operational expertise to expand IEM’s presence in new public and private sector domains, building on IEM’s capabilities in risk management, information technology solutions, and cybersecurity.
For more than seven years after the terrorist attacks of September 11, 2001, Bagnal served as an advisor to the President of the United States and ultimately became the Principal Homeland Security and Counterterrorism Advisor. He coordinated national response actions to terrorist threats and incidents that impacted homeland security, which included adjusting the National Threat Level. He served as Chief of Staff and Executive Secretary of the Homeland Security Council, as well as Chairman of the Homeland Security Council Deputies Committee and Co-Chair of the Counterterrorism Security Group.
Bagnal led development of the National Strategy for Homeland Security as well as Presidential Directives focused on combatting terrorism, emergency management preparedness and planning, continuity of government, incident management, public health and medical preparedness, and information sharing. He also managed development of the Nation’s first Cybersecurity Policy, created to enhance the security of “the network” in defending critical infrastructure and key resources of the United States against cyber threats.
After Hurricane Katrina, Bagnal was selected to lead the Federal Lessons Learned Task Force to analyze and determine areas of improvement for Federal response. This comprehensive year-long project resulted in over 100 recommendations for change that were eventually implemented to ensure a more effective and integrated whole of government response to save more lives and preserve more infrastructure in future disasters. An expert in emergency management, incident management, and crisis management, Bagnal also led a team of interagency and intergovernmental subject matter experts to analyze and determine a comprehensive set of solutions that to this day serves as a model for applying outcomes-based analysis to improve the functions and missions of government operations.
Former President of Detica, Inc., Bagnal has also served in cybersecurity leadership roles with BAE Systems, L-3 Communications, and as a consultant, creating and implementing successful and innovative cybersecurity strategies and technical solutions that enhanced security and propelled organizational growth within commercial organizations.
Bagnal is a graduate of the United States Military Academy at West Point and held progressively responsible command and staff positions in the United States Army for over 20 years. He holds executive leadership and management certificates from Harvard University.
