IEM helps agencies build new resilience from the ground up, delivering the program management and technical assistance to deploy distributed energy resources where communities need them most. From microgrids and battery storage to solar and virtual power plants, we help partners turn federal funding into energy systems that keep critical services running when the grid goes down.

Electrical Power Reliability and Resilience Program (ER2)

IEM was selected to manage more than $1.3 billion in HUD CDBG-DR and CDBG-MIT funding to strengthen critical and community energy resilience. Under ER2, we provide program management and oversight across a full range of project types, including:

  • Utility, community, critical facility, and campus microgrids, including renewable, hybrid, and cogeneration systems
  • Distributed energy resource installations such as solar, wind, and storage
  • Behind-the-meter Battery Energy Storage Systems (BESS)
  • Virtual power plants
  • Centralized renewable energy generation
  • Enabling technologies such as smart grid applications, load management, and advanced sensors

IEM ensures this funding directly benefits low-to-moderate income residents, meeting and often exceeding HUD guidance.

Puerto Rico Energy Resilience

In Puerto Rico, IEM’s experts provide the program management and technical expertise to build lasting energy resilience across the island, helping communities strengthen how they generate, store, and rely on power.

Federal Funding for DER Deployment

IEM is a leader in developing hazard mitigation and resilience projects using federal funding. Through FEMA’s BRIC and Hazard Mitigation Grant Program (HMGP), we help states and communities secure funding for microgrid feasibility studies and deployment, solar array feasibility and installation, tribal DER projects, battery storage for critical facilities, and infrastructure hardening.
