Disaster recovery funding is often criticized for moving too slowly.

The FEMA Review Council’s (FRC) RAPID (Reformed and Partnered Initiative for Disasters) proposal aims to overhaul the current Public Assistance (PA) program with a faster, more streamlined model. The goal is to move recovery dollars to communities much sooner. Today’s PA program relies on detailed project-by-project review, which often delays funding for months or years. Although RAPID may solve that speed problem, it introduces significant tradeoffs.

For emergency managers, public officials, and recovery leaders, the question is not whether speed matters. It is whether a faster model can also remain fair, accountable, and workable in real-world disasters.

Why RAPID Is Appealing: Faster Funding, Less Friction

RAPID’s strongest argument is speed. The Council also frames the model as a way to reduce bureaucracy, streamline debris and infrastructure funding, expand flexibility, and shift more responsibility to jurisdictions closer to the disaster. In addition, the report suggests its recommendation will create stronger incentives for preparedness and risk management by linking funding more directly to objective disaster metrics and state and territorial performance.

The Insurance Question: Incentives May Not Equal Coverage

The FRC report argues that RAPID could encourage more insurance coverage of public infrastructure by making coverage financially advantageous rather than offset by traditional duplication-of-benefits rules. It also points to self-insurance, risk pools, portfolio-based coverage requirements, future funding consequences for failing to maintain coverage, and greater transparency through asset inventories and audits. But the likely effect is uncertain.

In many high-risk jurisdictions, the relevant coverage may still be unavailable or unaffordable. Even with stronger incentives, it is unclear whether a parametric PA model and related reforms would materially increase insurance uptake, particularly when state, local, tribal and territorial (SLTT) governments face fiscal constraints or lack the capacity to design and manage insurance arrangements at scale. This could leave SLTTs vulnerable to significant federal funding and insurance shortfalls.

Speed Alone Won’t Solve Recovery Delays

Delays in the current system are not solely attributable to FEMA. Many SLTTs struggle to develop complete grant requests, scopes of work, cost support, and other documentation quickly enough for FEMA to approve funding. Staffing shortages, competing priorities, and limited technical expertise often slow project formulation further.

In many disasters, FEMA has approved substantial funding that remains unspent for extended periods because jurisdictions cannot execute projects or provide the documentation needed to draw down funds. Accelerating funding alone therefore does not guarantee faster recovery; on the ground execution capacity remains an equally critical constraint.

The Core Risk: Faster Funding May Be Less Precise

RAPID relies on a parametric model that estimates recovery needs based on predefined factors rather than actual costs, enabling speed although introducing significant risks.

First, even strong estimates are likely to miss the mark in some cases. Some jurisdictions will be underfunded and others overfunded, particularly where damage involves complex infrastructure such as utilities or transportation networks. Second, building a model that works fairly across jurisdictions, and disaster types will be extremely difficult. Regional differences in labor, materials, infrastructure, hazard profiles, and regulatory requirements make even small miscalculations potentially inequitable. Third, upfront funding raises stewardship questions. Without strong reconciliation and oversight mechanisms, RAPID could make accountability harder to maintain without strong safeguards.

Implementation Will Make or Break RAPID

RAPID is not just a procedural reform; it is a fundamental shift in FEMA’s operating model.

Key implementation challenges could include:

  • Statutory changes: Significant Stafford Act amendments would likely be required.
  • Model development: A credible parametric model would require extensive data, analytics, and ongoing recalibration.
  • Operational transition: FEMA and applicants would need new systems, tools, training, and guidance.
  • Recipient readiness: Without stronger state, tribal, territorial, and local capacity, faster funding may not produce faster recovery.

RAPID’s success would depend as much on implementation discipline as on policy design.

A Useful Comparison: The FEMA Act Approach

For context, the FEMA Act of 2025 proposal is worth a closer look because it addresses many of the same concerns RAPID seeks to solve, but through a more incremental approach. Rather than replacing project-based review with a fully parametric model, it aims to accelerate funding while preserving clearer ties to actual scopes of work, costs, and accountability.

Key elements include:

  • Funding based on project estimates, enabling earlier obligations
  • Statutorily defined timeframes for FEMA decisions
  • Retention of project-level accountability tied to identifiable scopes of work

While not as fast as a fully parametric model, this approach may offer a more practical balance between speed, accuracy, and oversight.

Bottom Line: A Fundamental Tradeoff

RAPID is an ambitious idea to solve a real and persistent problem—disaster recovery funding often moves too slowly. But speed alone is not the same as recovery. Any reform must also account for accuracy, consistency, oversight, and recipients’ capacity to execute and deliver projects.

The FEMA Act approach may offer a more sustainable path by improving timeliness without moving as far away from project-level accountability. No matter how disaster recovery reform advances, SLTTs should seek opportunities to participate in implementation discussions and provide meaningful input on how reforms are put into practice. Early engagement could help ensure new approaches reflect real-world capacity, operational constraints, and the shared goal of getting recovery resources to communities faster and more effectively.
