The Homeowner Assistance Fund (HAF) was one of the most significant federal housing relief programs in a generation — nearly $10 billion deployed to keep American homeowners in their homes following the economic devastation of COVID-19.

IEM was trusted by multiple states to make that relief a reality.

From program design and eligibility determination to case management, payments, and compliance, IEM built and operated end-to-end HAF programs that moved resources quickly, equitably, and accurately to the homeowners who needed them most. Our teams worked directly with state housing agencies to stand up programs from the ground up — navigating Treasury guidance, managing complex applicant pipelines, and ensuring every dollar reached the families it was intended to serve.

New Research Shows How HAF Program Helped Stabilize Vulnerable Homeowners

On March 31, the Mortgage Bankers Association’s Research Institute for Housing America released Stabilizing Vulnerable Homeowners in a Time of Crisis: Insights from the Homeowner Assistance Fund. This is the first study to examine the characteristics and outcomes of homeowners who received assistance from the Homeowner Assistance Fund (HAF) and highlights the effectiveness of targeted assistance programs, such as HAF.
