Bryan Koon, a former Florida emergency management director who is now CEO and president of the emergency management contractor IEM, lauded Guthrie’s tenure.
“He built upon everything that previous administrations had done and took it even further,” Koon said. “He didn’t rest on his laurels. He used every moment he had to move the ball forward.”

Koon is confident that Guthrie’s staff and the structure he built can handle the rest of this hurricane season.
He said the system is designed to run regardless of whether there is a specific person at the top and that some of the most important work a director does is outside the oversight of a specific storm.
“It’s ensuring the plans are developed and you have the right people doing the job and that you’ve built the appropriate relationships so that when something happens, it’s ready to go,” Koon said. “Kevin has done all that work already.”
“It’s been a very quiet hurricane season and hopefully remains that way but don’t let up your guard now,” Koon said. “Just continue to be vigilant the next couple of months and be prepared.”
