Nicholas Shufro is a recognized leader in sustainability, resilience, and risk management, currently serving as a Consultant to IEM. He previously held senior executive roles at the Federal Emergency Management Agency (FEMA), where he advanced its mission to help people before, during, and after disasters—focusing on resilience and risk reduction.
At FEMA, Deputy Assistant Administrator for the Risk Analysis, Planning & Information Directorate (RAPID), he managed more than 30 programs with budgets exceeding $800M, delivering actionable risk information to communities nationwide. His leadership supported flood mapping, mitigation planning, building code adoption, and hazard preparedness. Nick also served as Chief Learning Officer, overseeing 50+ training programs for onboarding, leadership development, and professional growth, and streamlined training across 46 entities.
Nick spearheaded transformative initiatives including Community Disaster Resilience Zones, the National Risk Index, Risk Rating 2.0, and FEMA’s first-ever reinsurance purchase and issuance of insurance-linked securities. He modernized NFIP pricing, advanced data-driven claims processes post-Hurricanes Harvey, Irma, and Maria, and led FEMA’s transition to an all-hazards risk assessment approach. His efforts strengthened FEMA’s national profile on climate resilience and improved risk-informed decision-making for nearly 25,000 communities.
He also elevated FEMA’s role in climate adaptation, serving as lead for the White House Extreme Heat Interagency Working Group and promoting strategies to address disproportionate impacts on vulnerable communities. Nick is recognized for transforming complex programs into high-performing, data-informed solutions that enhance disaster risk reduction and climate adaptation.
Prior to FEMA, Nick held advisory roles at PwC, worked on environmental initiatives in Southeast Asia, and managed regulatory affairs at United Technologies. He brings expertise in climate risk, carbon accounting, insurance, and enterprise sustainability.
Nick has a Master of Environmental Management in Industrial Environmental Management from the Yale University, School of Environmental Studies; a Masters of Business Administration in Finance and International Business from New York University’s, Stern School of Business Administration and L’Ecole des Hautes Etudes Comerciales, France; and a Bachelor of Arts, High Honors in History from the Honors and Residential Colleges programs at The University of Michigan.
