Nathalie Dalmau
Director of Critical Infrastructure
Nathalie Dalmau, a native of Puerto Rico, is an accomplished attorney with deep expertise in disaster recovery and grant management. As IEM’s Director of Critical Infrastructure, Nathalie leverages her extensive knowledge of government structures, policies, and regulations across federal, state, territorial, and local levels to drive impactful solutions for IEM’s clients.
Nathalie is a recognized authority in guiding grantees through the complexities of the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Grants. Her expertise in federal compliance ensures that disaster recovery funds are used effectively and in full accordance with eligibility requirements, federal register standards, and grant conditions. Nathalie’s ability to interpret intricate regulations and provide clear, actionable guidance has made her an invaluable asset to program managers and grantees alike.
Throughout her career, Nathalie has held prominent leadership roles within IEM and various agencies in Puerto Rico. As a Manager at the Puerto Rico Fiscal Oversight and Management Board, she led the development and certification of the fiscal plan and budget for the island’s Municipal Revenue Collection Center, while overseeing all debt transactions for municipalities and public corporations.
As the Municipalities Director for the Puerto Rico Central Office for Recovery, Reconstruction, and Resiliency (COR3), Nathalie spearheaded recovery initiatives for Puerto Rico’s 78 municipalities after Hurricanes Irma and Maria. Her leadership in planning, developing, and implementing recovery programs significantly advanced the island’s rebuilding efforts.
Nathalie’s extensive experience in providing technical assistance to both the private and public sectors is complemented by her exceptional communication and interpersonal skills. These attributes have allowed her to forge strong partnerships with diverse stakeholders, leading to the development of innovative processes and solutions at IEM. Her work has been critical in strengthening IEM’s collaborations in Puerto Rico and advancing critical infrastructure projects, ensuring the delivery of exceptional results.
