Jen Menaker

Director of Strategic Business Development

Jen Menaker serves as IEM’s Director of Strategic Business Development, where she leverages her extensive expertise in federal and state procurement, as well as public sector consulting, to drive the company’s growth initiatives. Passionate about data, process optimization, and knowledge management, Jen is at the forefront of cultivating a growth-oriented culture grounded in industry best practices at IEM.

Jen’s career began at Stanley Associates as a proposal coordinator, where her talent for solving complex challenges quickly earned her recognition and led to her involvement in high-impact projects. Notably, she played a key role in the $200 million Department of Homeland Security (DHS) U.S. Citizenship and Immigration Services (USCIS) Vendor Service Center contract transition, where she contributed to the onboarding of 400 personnel and the development of critical contractual reporting processes. Her ability to excel in various capacities also saw her serving on the HR, Benefits, and Employee Compensation teams, where she supported four major acquisitions.

At Touchstone Consulting, Jen continued her service to the DHS by providing Project Management Office (PMO) support for the Science & Technology Directorate, focusing on stakeholder engagement and establishing radio interoperability standards. Her work took her nationwide, collaborating with emergency responders, partner agencies, and industry leaders. Later, at L3 National Security Solutions, she applied her project management skills to information technology support services contracts for the Nuclear Regulatory Commission.

Before joining IEM, Jen returned to her roots in proposals and business development at L3, where she was instrumental in establishing the Multiple-Award Resource Center. Her focus was on expanding business under large Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, and Government-wide Acquisition Contracts (GWACs), and she played a crucial role in maximizing L3’s opportunities through U.S. General Services Administration (GSA) Multiple Award Schedules, further deepening her expertise in federal procurement.

Jen holds a Bachelor of Science in Marketing and a Bachelor of Arts in Criminology and Criminal Justice from the University of Maryland, along with a Master of Business Administration from Virginia Tech.
