Anne Bink

Director of Mitigation and Resilience

Anne Bink, a renowned emergency management and public administration leader, serves as IEM’s Director of Mitigation and Resilience. With a career spanning over two decades, Anne has demonstrated exceptional expertise and leadership in managing complex and high-profile disaster response and recovery operations. Her vast experience and dedication to fostering collaboration and innovation make her an invaluable asset to our organization.

As Associate Administrator of the Office of Response and Recovery (ORR) at the Federal Emergency Management Agency (FEMA), Anne was pivotal in overseeing major disaster response and recovery operations. Her leadership was instrumental during Hurricane Ian in 2022 and Typhoon Mawar in 2023. Anne effectively managed an unprecedented pace of disasters, with approximately one declaration every three days in 2023. She evolved FEMA’s policies and practices to ensure integrated and effective response and recovery operations, enhancing situational awareness through technology and expediting assistance to affected communities.

Anne’s tenure at FEMA was marked by her commitment to fostering a culture of innovation and collaboration. She spearheaded the first-ever Recovery and Readiness Summit, aligning senior leadership and key stakeholders on significant recovery and readiness policies. This initiative led to an agency-wide memorandum on leadership intent for initial response and recovery operations, showcasing her ability to drive consensus and operational priorities. Anne’s focus on structural and process changes within ORR maximized eligibility within FEMA authorities, expediting resilient recovery efforts, particularly in 406 mitigation.

Among Anne’s significant achievements at FEMA was the implementation of the Workforce Reimagined Initiative. This initiative standardized workforce deployments, mandated rest periods post-deployment, and initiated a regional force structure review to manage increasing disaster activity. Additionally, Anne was instrumental in modernizing the National Response Coordination Center and establishing a new Emerging Threats Office within the Response Directorate. Her strategic initiatives strengthened private sector engagement through the Office of Business, Industry, and Infrastructure Integration within the Logistics Management Directorate.

Before her impactful tenure at FEMA, Anne served as Deputy Commissioner for Disaster Recovery Programs at the New York State Division of Homeland Security and Emergency Services. She managed a $20 billion portfolio of disaster recovery grants and supervised nearly 200 staff members. Anne was pivotal in aligning New York State policies with FEMA funding opportunities and developing strategic goals to enhance operations across various disaster recovery programs. Her leadership ensured compliance with applicable laws and regulations and delivered timely guidance to subrecipients across declared events.

Anne’s extensive experience in public administration also includes her role as Deputy Commissioner for Administration and Finance at the New York State Division of Homeland Security and Emergency Services. In this capacity, she oversaw all administrative and fiscal operations for the Division, managing an agency of approximately 500 full-time employees. Anne implemented strategic initiatives to streamline and strengthen agency operations, including creating a new risk management unit and enhancing human resources processes. Her ability to develop key budget initiatives with stakeholders further highlights her strategic vision and operational expertise.

Anne began her distinguished career at the New York State Division of the Budget, holding positions such as Unit Chief for Public Protection and Assistant Unit Chief for Education. She supervised staff in managing extensive agency budgets, led budget negotiations, and ensured budget execution aligned with approved plans and statutes. Anne’s early career involved establishing child welfare and childcare policies for New York State and budgeting for childcare and child welfare programs, reflecting her commitment to public service and policy development.

Anne holds multiple degrees from the State University of New York at Albany, including a Master of Social Work with a concentration in Management, a Master of Arts in Women’s Studies with a concentration in Policy, and a Bachelor of Arts in Psychology. She also holds certificates from the Cornell University School of Industrial and Labor Relations and the Rockefeller Institute of Government, demonstrating her dedication to continuous learning and professional development.

Throughout her career, Anne has represented FEMA and ORR in Congressional hearings, conferences, and media engagements, showcasing her ability to communicate and advocate for the organization’s mission effectively. As IEM’s Director of Mitigation and Resilience, Anne brings a wealth of experience, strategic vision, and an unwavering commitment to fostering resilience and innovation.
