Amber Pi’ilani Loudenburg is an Account Manager for our Critical Infrastructure Sector. With over 15 years of experience in homeland security, emergency management, and the utility sector, Amber provides strategic and analytical program execution for power utilities and develops and oversees business opportunities with utilities and government clients.

She previously served as the executive officer of IEM’s Puerto Rico Critical Infrastructure Division and project manager, dedicated to enhancing the organization’s Emergency Preparedness programs. She has served at the forefront of coordinating incident response efforts with an energy sector client, ensuring a rapid and well-coordinated response to mitigate the impact of incidents. She has championed integrating cutting-edge technologies and tools into the emergency preparedness framework, improving real-time monitoring, data analysis, and decision-making capabilities during crises. During the response to Hurricane Fiona, Ms. Loudenburg served as a Joint Incident Commander, coordinating multi-agency efforts and ensuring a unified and effective response.

Before joining IEM, Ms. Loudenburg supported operational activities during disaster response in all-hazards incidents and events as an Emergency Manager and Deputy Planning Section Chief for the Division of Transmission Distribution Operations & Maintenance (T&D) with Arizona Public Service (APS) Public Utility. She effectively applied knowledge of federal emergency management processes to support the development of short and long-range goals for assigned projects and program areas. Ms. Loudenburg aided leadership in the development, execution, and improvement of emergency operational plans, including collaboration with corporate emergency management divisions on the development of their operating procedures and associated annexes for the mitigation of compromised energy delivery in all-hazards events and response. Ms. Loudenburg collaborated with internal and external stakeholders at meetings representing Transmission Distribution Operations and Maintenance to mitigate delayed energy delivery in all-hazard incidents and events, make recommendations, and produce statistical and narrative reports or verbal presentations on findings. She created and maintained multiple technological programs and platforms to provide seamless, consistent, and reliable day-to-day delivery of energy operations, including various reports and analytics to be presented to key account energy stakeholders and regulatory partners. She delivered advice and solutions for identified problems and provided complex data interpretation.

Ms. Loudenburg brings extensive expertise in emergency management organizations, functions, programs, the National Response Framework (NRF), the National Disaster Recovery Framework (NDRF), and the National Incident Management Systems (NIMS), as well as in implementing best practices to provide recommendations on all-hazards incidents and events. She holds an M.S. in Emergency & Disaster Management from Georgetown University and a B.A. in Strategic Business Management from Evergreen State College.
