Unlocking Economic Recovery: EDA’s Disaster Supplemental Grant Program
As our nation continues to grapple with the impacts of disasters, the U.S. Department of Commerce’s Economic Development Administration (EDA) is providing much-needed support through its FY 2025 Disaster Supplemental Grant Program. With approximately $1.45 billion available, this initiative assists areas impacted by major disaster declarations, including hurricanes, wildfires, severe storms, flooding, and tornadoes in calendar years 2023 and 2024.
Both President Trump and Commerce Secretary Lutnick expressed their dedication to reigniting the potential of the American economy, giving all citizens the opportunity to strive for their version of the American dream. This grant program is designed to aid in recovery by empowering communities to surpass their pre-disaster conditions, leading to vibrant transformations in their local economies.
What You Need to Know About the Program
The EDA’s FY 2025 Disaster Supplemental Notice of Funding Opportunity (NOFO) is now available on both grants.gov and eda.gov, offering financial assistance for a variety of construction and non-construction projects. This flexibility ensures that communities can pursue initiatives tailored to their unique recovery needs.
This funding opportunity is designed to foster inclusive, community-driven solutions by encouraging broad local engagement. It places a strong emphasis on partnerships with private industry—recognizing that collaboration between the public and private sectors accelerate disaster recovery and drive long-term economic renewal. By leveraging these connections, the initiative aims to maximize the impact of taxpayer dollars and ensure meaningful, lasting support for communities in need.
Funding is currently available through two distinct pathways…
- Readiness Path: This pathway emphasizes capacity building and strategic planning initiatives that establish the foundation for future investments. Its focus is on preparing communities for long-term recovery.
- Implementation Path: This pathway provides funding for standalone projects—both construction and non-construction—that help communities recover from natural disasters while promoting growth and advancement.
Eligible Activities
The “Readiness Path” supports non-construction projects that build local capacity and lay the groundwork for future recovery efforts. This includes funding for recovery planning, disaster recovery coordinators, and pre-development activities. Grants typically range from $250,000 to $500,000.
The “Implementation Path” funds construction and non-construction projects that directly support disaster recovery and long-term economic growth. Grants typically range from $2 million to $20 million.
Act now
Both readiness and implementation grant applications will be accepted on an ongoing (rolling) basis, continuing until funds are exhausted or the Notice of Funding Opportunity is canceled.
