Ms. Gilliam is a seasoned professional with over 16 years of experience in legal and policy analysis, specializing in energy, environmental science, and climate change. Her expertise spans strategic planning, legal compliance, operations management, and project management, with a proven track record of collaboration with federal and state entities.
Ms. Gilliam has supported and led policy development for numerous federally funded recovery programs, including the U.S. Treasury Homeowner Assistance Fund (HAF) programs for Puerto Rico, North Carolina, and Virginia, as well as Community Development Block Grant – Disaster Recovery (CDBG-DR) and Hazard Mitigation Grant Program (HMGP) initiatives.
She brings a deep understanding of energy efficiency, climate resiliency, and navigating complex regulations, enabling organizations to achieve their sustainability and recovery goals.
