IEM Expands Leadership Team to Foster Innovation and Growth
May 16, 2025, Morrisville, NC — IEM International, Inc., a national leader in emergency management, disaster recovery, and critical infrastructure resilience, is proud to announce two strategic promotions to Account Executive roles. These key advancements strengthen IEM’s leadership capacity and reinforce the company’s commitment to client service, innovation, and national leadership.
As IEM continues to grow its presence across the country, these new appointments will accelerate our ability to meet our clients’ evolving needs while helping communities prepare for, respond to, recover from, and mitigate complex challenges faced during emergencies and disasters.
Strengthening Regional Growth with Proven Leaders
Veteran emergency manager Nancy Dragani and experienced program manager Kelley Kemp have been selected as Account Executives on IEM’s Growth team. In this position, they will leverage their vast experience and trusted government relationships to drive strategic partnerships and deliver tailored, outcome-driven solutions to clients nationwide.

They will be instrumental in strengthening client relationships and delivering the high-quality solutions our partners have come to expect.”

Nancy Dragani joins the IEM team full-time and assumes the role of Mid-West Region Account Executive. A respected voice in the field, Dragani brings decades of leadership experience from FEMA and the Ohio Emergency Management Agency. Her service as the Regional Administrator for FEMA Region 8 gives her unique insight into the complexities and needs of state, local, and tribal emergency managers and the tools required to create, implement, and manage robust emergency response and recovery systems.
Appointed by multiple governors, Dragani led Ohio through some of its most challenging disasters as Executive Director from 2005 to 2014, successfully directing state-led recovery programs. In addition to her roles in state and federal government, she served on FEMA’s National Advisory Council and the Memorial Institute for the Prevention of Terrorism Advisory Board. She also held the position of President of the National Emergency Management Association (NEMA) from 2008 to 2009 and was the 2014 recipient of NEMA’s Lacy E. Suiter Distinguished Service Award. In 2004, Dragani retired from the Ohio National Guard with 22 years of combined U.S. Army, Army National Guard, and Air National Guard service.

Kelley Kemp transitions to Gulf Region Account Executive. With deep roots in Louisiana, Kemp is known for building lasting partnerships, leading in complex situations, and delivering customized solutions. Kemp’s extensive background serving in the Army National Guard in areas such as aviation, logistics, and Chemical, Biological, Radiological, and Nuclear (CBRN) contributes to IEM’s expertise in a multitude of areas. Kemp led National Guard missions for major all-hazards events, including COVID-19 and Hurricane Ida response.
Kemp also supported the Louisiana Health Department in building their modernized Medicaid system of record. Since joining IEM, Kelley has supported the development of our Home Recovery IQ platform that supported Florida, New Jersey, and Texas. Her experience in software analysis and design effectively guides our clients in finding software that fits their program’s needs. Her deep understanding of the nuances within the emergency management landscape ensures clients receive proactive, data-driven support.
