IEM Announces Key Emergency Management Positions
Strengthening Response and Recovery with Proven Leaders
May 28, 2025, Raleigh, NC– IEM International, Inc., a national leader in emergency management, community resilience, and disaster recovery, is excited to announce the appointment of two dynamic leaders in our Homeland Security and Emergency Management sector. Anne Bink is now the Director of Recovery, and Leigh Deskins is promoted to Director of Response.

Anne Bink is assuming the role of Director of Recovery, continuing her remarkable track record in emergency management and public administration. She previously served as the Director of Mitigation and Resilience, which will fold under her new Recovery position. The synchronization of these functions aligns with overall trends in emergency management. A former Federal Emergency Management Agency (FEMA) official, Bink’s tenure at IEM has been marked by unparalleled knowledge and expertise, significantly advancing our clients’ recovery and mitigation efforts.
Before she arrived at IEM in 2024, Bink served as FEMA’s Associate Administrator of the Office of Response and Recovery, where she drove critical innovations in disaster policy. In this capacity, she directed response operations during unprecedented disaster activity, managing complex and high-profile response and recovery operations, including Hurricane Ian. Her exceptional ability to propel organizational change will be instrumental as IEM works with states to manage disasters in the new emergency management paradigm and scale community resilience.

Leigh Deskins has been elevated to the position of Director of Response. With over 15 years of hands-on experience in disaster response for local and state agencies, Deskins has continually delivered for clients and colleagues since joining IEM in 2019. She has adeptly managed several response and recovery projects nationwide, delivering exceptional support for Emergency Operations Center (EOC) staff augmentation and surge staffing as well as grants and public assistance technical support.
Prior to her role at IEM, Deskins honed her emergency management leadership skillset with Pasco County, Florida and the Florida Department of Emergency Management (FDEM), including responding to significant events like Hurricanes Hermine, Matthew, and Michael. She frequently deployed for FDEM, showcasing her commitment to response and recovery across the state. Additionally, Deskins has actively responded to numerous undeclared disasters through mutual aid agreements and introduced pivotal emergency preparedness initiatives, Incident Command System training, and proactive financial recovery processes.
