HUD Allocates $12 Billion in Community Development Block Grant – Disaster Recovery Funds
Funding empowers community recovery and rebuilding
The U.S. Department of Housing and Urban Development (HUD) recently allocated over $12 billion in Community Development Block Grant – Disaster Recovery (CDBG-DR) funding. This funding is destined for disaster relief and long-term recovery in areas most severely impacted by the major disasters in 2023 and 2024.
This allocation, which spans 47 grantees across 23 states, 15 counties, eight cities and one territory, is a critical step forward in addressing the urgent needs of communities grappling with disaster recovery. The funding will drive recovery, resilience, and mitigation initiatives, restore infrastructure, rebuild housing, revitalize local economies, and help protect communities from future disasters.
The CDBG-DR program is a lifeline for low- and moderate-income households and communities, providing essential resources to:
- Replace and rebuild affordable housing using resilient designs;
- Strengthen public facilities and critical infrastructure to withstand future events;
- Support small businesses, foster job creation, and stimulate economic growth; and
- Implement forward-looking mitigation measures to protect against future disasters.
To streamline the recovery process, HUD’s recently published Universal Notice outlines clarified requirements for CDBG-DR funding. By creating more consistent processes, the guidance accelerates the path for grantees to secure funding and offers a roadmap for implementing efficient and impactful recovery efforts.

CDBG-DR and CDBG-Mitigation (CDBG-MIT) programs have enduring impacts on resilience and recovery, strengthening communities for a safer, more secure future.
