Former White House Director of Preparedness Policy Adam Killian Joins IEM

RESEARCH TRIANGLE PARK, NC, September 7, 2015 – Former Director of Preparedness Policy for the White House Homeland Security Council, Adam Killian, has joined global security consulting firm IEM as the Manager of Federal Preparedness Programs. Located in IEM’s Washington, DC, office, Mr. Killian will continue to collaborate with federal homeland security partners to develop effective emergency management solutions that produce results.

Mr. Killian has more than 15 years of experience serving in the executive and legislative branches of the Federal government and in the private sector. Mr. Killian also served as a Professional Staff Member on the U.S. Senate Homeland Security and Governmental Affairs Committee, and as Deputy Chief of Staff of the Preparedness Directorate at the Department of Homeland Security (DHS). Most recently, he was at E3 Federal Solutions where he was a program manager at multiple components within DHS.

While at the White House, Mr. Killian led policy development on a range of national preparedness issues including contingency planning, homeland security grants, national security personnel reform, interoperable communications, and public safety. He developed and guided through the approval process several Presidential documents, including the National Preparedness Guidelines and the National Strategy for the Development of National Security Professionals. In addition, Mr. Killian assisted in the development of the Administration’s strategic priorities for more than $4 billion in annual federal grant funding, including grants relating to infrastructure protection, transportation security, emergency management, and fire services.

As a professional staff member of Homeland Security and Governmental Affairs Committee, Mr. Killian led the development of policy and legislative initiatives on homeland security issues including planning, emergency management, preparedness and response, disaster recovery, grants, training, exercises, national security personnel reform. He also authored legislation, policy memoranda, talking points, issue papers, and public statements for the Ranking Member of the Committee.

As a member of the private sector, Mr. Killian has continued to use his federal homeland security expertise to lead initiatives at DHS, including assisting FEMA with implementation of Presidential Policy Directive 8 on National Preparedness and conducting an in-depth review and analysis for FEMA’s Office of Policy and Program Analysis of all legislative and executive authorities applicable to FEMA.
