As we begin the long, difficult trip back to normalcy and restoring our lives and the U.S. economy, we need to maintain continual vigilance and awareness of the public health threat that remains.  If we take our eye off the potential of COVID-19 reemerging before a vaccine is approved and widely utilized, we risk having to re-implement the drastic mitigation measures.

THE NEED FOR CONTACT TRACING

Resolve to Save Lives’ President and CEO Dr. Tom Frieden’s “Box It In” approach provides a simple construct for disease containment activities that will be critical in the COVID-19 recovery. The practices of:

  • Testing widely
  • Isolating all infected people
  • Finding everyone who has been in contact with infected people (referred to medically as Index cases)
  • Quarantine of all contacts for 14 days (although local community policies may vary in the number of days as determined

Effective contact tracing is key to successful reopening and minimizing the threat of the Coronavirus. Quickly, accurately, and fully tracing and informing the contacts of those who test positive for COVID-19 is the only way that the United States and the world will be able to stem the continued spread of this virus while maintaining our regular activities. In the absence of medical treatments and a vaccine, contact tracing is the best tool available to us.

To ensure that every case is fully researched, and every interaction documented and contacted, the Association of State and Territorial Health Officers (ASTHO) estimates that each state will need a minimum of one contact tracer for every 3300 citizens to battle COVID-19.

State and local public health departments are used to, and proficient at, conducting contact tracing. They are not, however, prepared to quickly roll out a robust contact tracing program at the scale and scope that this situation requires.
