IEM’s Rapid Response Cadre is a team of experienced professionals ready to deploy to meet a community’s needs in before, during, or after a disaster or emergency event. While some of the Cadre is only activated during an event, the majority of the Cadre support IEM’s disaster recovery customer and project work year-round. Therefore, we seek qualified candidates on an on-going basis, from a multitude of backgrounds, throughout the year.
Meet the Team
Bruce Lockwood is the Cadre Manager. He is a Certified Emergency Manager through the International Association of Emergency Managers (IAEM) and a subject matter expert in emergency planning. Most recently, Lockwood retired in 2016 as the Acting Fire Captain for the East Hartford Fire Department in Connecticut, where he managed the Emergency Management Division. Lockwood was appointed to serve as Commissioner on the National Commission on Children in Disasters in 2008, chairing the sub-committee on Evacuation, Transportation, and Housing. In 2014, Lockwood served as President of the IAEM U.S. Council, and he served as a U.S. Representative on its Global Board from 2015 to 2017.
Reik Andersen is the Cadre’s Training Manager. Andersen is a retired Lieutenant Colonel of the U.S. Army, where he held a number of leadership and key staff officer positions. Most recently, Andersen served as the Deputy of the Education Support Division at the Army Training Support Center. His other training and education positions include Small Group Instructor at the U.S. Army Infantry School and Training Officer. Andersen has received several awards and decorations, including the Bronze Star. He retired from the U.S. Army in December 2016.

We are continuously looking for exceptional candidates in disaster response and recovery to join the Rapid Response Cadre. Due to the multitude of positions that Cadre personnel fill, specific candidate qualifications differ depending on the position and our current needs.
We value candidates who are organized and detail-oriented. Our positions require good communication skills, both oral and written, and the ability to follow directions. The ideal Cadre candidates have some experience in data analytics and working knowledge of Microsoft Excel.
Recent graduates of Civil and Structural Engineering, Construction Management, and Finance programs are encouraged to join the Cadre. We are also looking for candidates with experience in public assistance, individual assistance, hazard mitigation, and other areas of disaster recovery.
