Abu Talib Joins IEM as Director of Defense Programs

Research Triangle Park, NC, January 9, 2014 – Veteran Program Manager Abu Talib has joined global security consulting firm IEM as Director of Defense Programs. Based in IEM’s Washington, DC office, Talib will lead and grow IEM’s Department of Defense and Homeland Defense business areas.

Talib has over 30 years of experience providing technical, programmatic, and business development leadership in research, development and engineering (RD&E) areas across major Department of Defense (DOD) acquisition programs, including the Joint Program Executive Office for Chemical and Biological Defense (JPEO CBD) and the Program Executive Office for Assembled Chemical Weapons Alternatives (PEO ACWA). In 2012, he was recognized by PEO ACWA for exceptional leadership in assessing cost and schedule risks on a major multi-billion dollar defense acquisition program to aid the agency in ensuring compliance with federal regulations on cost management.

Prior to joining IEM, Talib held senior management positions at Noblis, Mitretek Systems, and the MITRE Corporation. Under his leadership, a portfolio of national defense, homeland defense, and security programs was established and expanded to provide science, technology, and engineering support over the life-cycles of critical chemical, biological, radiological, and nuclear (CBRN) defense and related IT acquisition programs. In addition to working extensively with DOD, Talib has supported efforts for the U.S. Department of Homeland Security and the U.S. Department of Energy, including interfacing with senior leadership. He headed the collaborative initiative between U.S. and Japan to address abandoned chemical weapons in China, helping the Japanese establish the infrastructure and technical capabilities needed to destroy the munitions.
