Ellen M. Gordon is nationally recognized for more than three decades of experience in emergency management and homeland security. As Homeland Security Advisor and Administrator of the Iowa Emergency Management and Homeland Security Division, she led the State through numerous Presidentially Declared Disasters as well as hundreds of State of Emergency Declarations, including the most costly and widespread flooding disaster in Iowa history.

Ms. Gordon has provided leadership for numerous Department of Homeland Security projects, including the 2005 National Preparedness Goal state briefings. In 2006, she led one of the Nationwide Plan Review project teams and assisted in the review and development of the Nationwide Plan Review report to Congress. A past president of the National Emergency Management Association, Ms. Gordon is a faculty member of the Naval Postgraduate School’s Center for Homeland Defense and Security.

She has served on the Advisory Panel to Assess Domestic Response Capabilities for Terrorism—the "Gilmore Commission" chaired by former Virginia Governor Jim Gilmore. In addition, she has been a member of the Emergency Services, Law Enforcement, and Public Health and Hospitals Senior Advisory Committee to the President's Homeland Security Advisory Council.
